Watch the cinema until just after Carrington says "...this plot." but just before the screen changes. Stay on unarmed, quickly strafe forward and left through the small hallway. I always use C-Right because of how you have to exit the passage way. without letting go of your strafe button, go up the stairs and jump off the ledge backward while moving down the street. Make the turn and keep strafiing with C-Right, past the limo, as soon as you get to the corner switch to C-Left strafing and jump down in the sewers towards the suitcase. The second you touch it, pause and select the Remote Mines. Strafe left and face the end (where you finish the level), while you are climbing back up to the street, toss the mine into the car park, before it hits the ground detonate it (either with secondary function or by pressing "A" and "B" simultaneously). If done correctly that will kill all four guards in that little area, if even one lives (usually it's the one by the switch) then you fail. If they all die you will see alternate diversion created and then objective complete. Strafe quickly to the car park to finish the level.
